According to the attached video by News Band correspondent shows a National Commissioner of the Independent National Electoral Commission (INEC) and Chairman, Information and Voter Education Committee (INEC), Barrister Festus Okoye, telling the whole world that the Bimodal Voter Accreditation System (BVAS), INEC Election Result Viewer (IReV) and electronic transmission are mandatory.
