The Nigerian Communications Commission (NCC) has announced a firm deadline of September 14, 2024, for completing the linkage of Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs).
In a statement issued on Wednesday, August 28, NCC Director of Public Affairs, Reuben Muoka, emphasized that from September 15, 2024, all SIMs operating in Nigeria must be linked to a valid NIN.
The NCC reported that over 153 million SIMs have been successfully linked, representing a commendable compliance rate of 96%, a significant improvement from the 69.7% recorded in January 2024. The Commission aims for full compliance by the September deadline.
Muoka also highlighted the Commission’s ongoing efforts to address issues such as the sale of pre-registered SIMs, which pose risks to national security and mobile number integrity. The sale and purchase of such SIMs are deemed criminal offenses, punishable by imprisonment and fines.
The statement underscored that the complete linkage of SIMs to NINs is vital for enhancing digital security, reducing fraud, and fostering trust in Nigeria’s digital economy. The policy supports greater participation in e-commerce, digital banking, and mobile money services, thereby driving financial inclusion and economic growth.
The NCC, in collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), has discovered cases where individuals held excessively high numbers of SIM cards, exceeding 100,000.
To meet the September 14 deadline, all Mobile Network Operators (MNOs) are directed to finalize the verification and linkage process. The NCC urges individuals who have not yet linked their NINs to their SIMs or who have faced verification issues to promptly visit their service providers or use approved self-service portals.
The NCC also reminds the public that engaging in the sale or purchase of pre-registered SIMs is a criminal activity. Citizens are encouraged to report such activities via the Commission’s toll-free line (622) or social media platforms.
