The House of Representatives, during its Plenary session, has taken a significant step by inviting the Director-General of the National Population Commission (NPC) to account for the utilization of the N200 billion earmarked for the suspended 2023 Population and Housing Census.
This resolution was prompted by a motion titled, “Need to Investigate N200 Billion Spent on the Suspended 2023 Population and Housing Census,” which was moved by Hon. Clement Akanni (PDP- Osun).
Background and Importance of Census:
Census, as a systematic process, involves collecting, compiling, and analyzing demographic, social, and economic data within a specific region. Governments conduct censuses to obtain accurate and comprehensive information, including details such as age, sex, marital status, education, occupation, housing, and other relevant demographic and socioeconomic characteristics.
The 2006 Census and the Current Situation:
The last census conducted by the National Population Commission in 2006 yielded a population figure of 140 million. However, recognizing the need for updated data, the immediate-past administration under former President Muhammadu Buhari initially planned to conduct another census in 2022. Unfortunately, this program was subsequently postponed to 2023.
Financial Implications and NPC’s Expenditure:
In March 2023, the former Minister of State for Budget and National Planning, Clem Agba, estimated that a total of N869 billion would be required for the census, including Post-Census Activities. Notably, the National Population Commission (NPC) disclosed that it had already spent approximately N200 billion in preparation for the 2023 population and housing census.
Suspension and the Way Forward:
Regrettably, the census exercise was indefinitely suspended by former President Muhammadu Buhari shortly before leaving office. The House of Representatives now seeks clarity on how these substantial funds were utilized and aims to address any concerns related to transparency, accountability, and the effective use of public resources.
