Governors from Nigeria’s southern states, under the banner of the Southern Governors’ Forum, have announced their intention to commission a comprehensive regional multimodal transport master plan.

This plan aims to enhance connectivity across rail, road, air, and water transportation, facilitating seamless movement of people, goods, and services within and between states. The ultimate goal is to boost economic activities and improve the ease of doing business in the region.

The Forum called for stronger fiscal federalism, devolution of powers, and more state involvement in mineral licensing. They highlighted concerns over the environmental and economic impacts of the current centralized approach to mineral exploitation.

The decision was reached during a meeting held in Abeokuta, Ogun State capital, on June 25, 2024. In a 16-point communique, the Forum emphasized several key points:

Infrastructure Rehabilitation: The governors urged the Federal Government to rehabilitate, repair, and reconstruct Trunk A roads and transfer roads to interested states. These road improvements are crucial for efficient transportation and economic growth.

Power Supply Concerns: Recognizing the southern region’s significance as an economic and industrial hub, the Forum highlighted the need to address inadequate power supply. They aim to achieve a total capacity of 90,000 megawatts (MW) to serve the estimated 90 million people in the region1.

Mineral Licenses and Devolution of Powers: The governors expressed concern about mineral licenses being issued without involving state governments. They called for stronger fiscal federalism and devolution of powers to ensure better management of natural resources and environmental protection.

Multimodal Transport Master Plan: The Forum committed to commissioning a regional multimodal transport master plan. This plan will prioritize connectivity through rail, road, air, and water, fostering efficient movement and promoting investment opportunities across the southern states.
