Abubakar Malami, SAN, CON, former Attorney General of the Federation and Minister of Justice, and leader of the African Democratic Congress (ADC) in Kebbi State, has submitted a formal petition to top national security authorities, warning of an alleged plot to destabilize Kebbi State through the importation of political thugs, foreign mercenaries, and illicit arms trafficking.

The petition, dated September 10, 2025, was addressed to the National Security Adviser (NSA), the Inspector General of Police (IGP), the Director-General of the Department of State Services (DSS), and the Comptroller-Generals of Immigration and Civil Defence. Copies were also circulated to the respective agencies to highlight the urgency of the matter.

According to Malami, intelligence reports indicate that certain political actors are collaborating with mercenaries from the Niger Republic. He alleged that these groups are being armed through illegal channels and deployed with the intent to attack citizens, intimidate opposition voices, and destabilize the peace of Kebbi State.

He described the threats as credible and supported by both intelligence and personal experience. Malami cited a specific incident on September 1, 2025, in which he and other indigenes of Kebbi were allegedly attacked by armed thugs “operating without fear of law enforcement.”

The petition went further to accuse Kebbi State Governor, Comrade Nasir Idris, and his associates of facilitating the operations. Malami claimed that the governor and his allies maintain covert ties with the terrorist network known as Lakurawa, a group accused of terror activities in the region. He argued that these developments amount to more than political rivalry, labeling the situation as “a national security emergency” with implications for Nigeria’s sovereignty and internal stability.

Malami called on the NSA and other security chiefs to take immediate and coordinated action, including:

  • Strengthening inter-agency collaboration among security services.
  • Securing border communities to prevent the infiltration of mercenaries and the smuggling of arms.
  • Launching a high-level investigation into alleged collusion between Kebbi State officials and terrorist elements.

The petition emphasized that the issue goes beyond partisan politics and poses a direct threat to national security, urging urgent intervention from federal authorities.
